I think it's supposed to be a dolphin. In high school, I took a Cincinnati History class, and we had to memorize the "uses of water" and the animals, as well as the order of the streets in downtown Cincinnati. The latter has been helpful; the former two come in handy when taking out-of-towners to the fountain.
I wouldn't have recalled the animals, but I know this bit of fountain history:
Local merchant Henry Probasco bought the fountain from a Bavarian foundry. He gave it to the city as a gift and named it in honor of his business partner and brother-in-law, Tyler Davidson. The fountain is made from old cannons.
